Rwanda is taking significant steps to promote environmentally friendly transportation by revising its tax policies on hybrid vehicles. The government aims to encourage the adoption of fully electric cars while discouraging the importation of aging hybrid models. These efforts are part of a broader strategy to reduce emissions and align with Rwanda’s environmental sustainability goals.
Revised Tax Policy on Hybrid Vehicles
The Rwandan government, through the Ministry of Finance and Economic Planning, has proposed amendments to the 2023 VAT law, which would reinstate an 18% Value Added Tax (VAT) on hybrid vehicles. This decision comes after reviewing the effectiveness of the previous VAT exemption on hybrids, which had been in place since 2021.
Minister of State for National Treasury, Godfrey Kabera, informed Parliament that the influx of older hybrid vehicles into the country has hindered environmental protection efforts. Between July 2021 and July 2024, about 45% of hybrid cars imported into Rwanda were between 10 and 14 years old. Older hybrid cars rely more on their fuel-powered components as they age, reducing their environmental benefits.
Shift Towards Fully Electric Vehicles
According to data from the Rwanda Revenue Authority (RRA), a total of 7,172 hybrid and electric vehicles were imported into the country between 2020 and 2024. However, only 512 (7%) of these were fully electric, while the remaining 6,660 (over 92%) were hybrid models.
“This seems like we are encouraging the purchase of old vehicles, yet it comes with other issues, including environmental pollution,” Kabera stated. He emphasized the need to shift Rwanda’s focus towards fully electric vehicles, which do not rely on fossil fuels.
MP Odette Uwamariya acknowledged the government’s financial strategy but raised concerns about removing all hybrid vehicles from the VAT exemption list. She suggested that instead of reinstating VAT on all hybrid models, Rwanda could incentivize the importation of newer hybrids with better environmental performance.
The Benefits of Fully Electric Vehicles in Rwanda
The push for electric vehicles (EVs) aligns with Rwanda’s broader sustainability initiatives. EVs provide numerous advantages, including:

Incentives for Newer Hybrid and Electric Models
To encourage the adoption of newer, more efficient vehicles, the government has introduced a bill amending the 2023 excise duty law. This bill proposes different tax rates based on a vehicle’s age:
- Vehicles not exceeding three years from manufacture – 5% excise duty
- Vehicles over three but not exceeding eight years – 10% excise duty
- Vehicles older than eight years – 15% excise duty
Kabera explained that structuring excise duties based on vehicle age would incentivize the importation of newer hybrid models with better battery life and fuel efficiency.

While Rwanda’s shift towards electric mobility is promising, several challenges remain:
